Nikki Santoro was definitely a bully, no question. For example, when he's going around strong arming bookies and bankers for money, trying to "plant his flag" and disobey the bosses in his attempt to take over Vegas for himself.
However, in this particular case, I have to disagree that he's a bully *because* he attacks the man by surprise. To me, that's simply being effective. Should he have challenged the guy to a bare knuckle brawl instead?
